NAAACCC UPDATE 11 - June 2002

The Federal report that appears in the e-mail has just been studied & read by the NAAACCC.

 

I would like to draw your attention to several pages of the 103 page report that have been singled oput for you to read.

Please refer pages   72, 74, 77,  78, 79,  94

Page 72-- will give you the dollar figures for the funding that has been allocated to Bill C-32 .Please note that the funding is only provided to 2005 on this sheet --the Bill will extend to 2010-----------it is anticipated that this Bill's funding will be substantially increased again before 2005.

Page 74--We mentioned transfer payments several months ago --this table clearly indicates the dollars that are being spent in some of the areas---you should check your Province and see how many committees are now using these funds.

******Page 77--Section 6 clearly states that proposed Engine Emission requirements will be implemented by the year 2004 through 2010 ---please note the reference to the Rotterdam Convention Regulations as well.

******Page 78--note the approximately 9th heading down the page referring to the "ON ROAD EMISSION REGULATIONS"---these regulations will be published by 1st Quarter 2002-2003

Page 79 --UNDER REGULATIONS-- regulations will be published for large spark ignition engines
These will be published in 2003-2004-----this is a major concern for us !!!!

Page 94--5th column at lower right of page-note it clearly states the requirements for new vehicles ---------they will be reduced by 90% from 2000 standards by 2010. The Canadian emission guidelines will follow those of the  US (remember, each US State does it's own thing using Federal guidelines, California as an example compared to it's neighbor Oregon have totally different emission requirements.

THIS HOPEFULLY WILL GIVE YOU SOME IDEA OF WHY THE NAAACCC NEEDS TO LOBBY EFFECTIVELY TO ENSURE THE COLLECTOR VEHICLE HOBBY DOES NOT GET CAUGHT UP IN THIS LEGISLATION. Collector vehicles have not been singled out . The vehicles that have been singled out are “ALL vehicles” pre 1985.

What makes your collector car different from a pre 1985 vehicle? I don’t have that answer. We have contacted the Federal Government and have had one reply. We are waiting for answers to several concerns and are asking for a specific exemption for collector cars 20 years old and older.
