Update: Bill 241 / 20----Bill C-32 Federal Legislation--Report # 19


The NAAACCC presented two separate submissions to the Ontario Provincial Government. The Deputy Minister of Transportation contacted us personally to say he found our first submission "clear and concise" and welcomed any further input we had to offer. He asked us to continue to
be involved with the Government process. The Government accepted our revisions to section 172.2 and has included these in their PROPOSED legislation revisions.

The National Association was involved with this lobby from January 6, 2003 to March 27, 2003.

We logged literally hundreds of hours in dealing with proposed Bill 241/20. It should be noted that the CSRA and SVAO are very concerned about the section 172.1 and still want this section amended.

Mr. Frank D'Onofrio from the Ontario Provincial Government informed us that the Ontario Legislature was "prorogued", meaning that ALL proposed Bills before the House died on the order paper. Mr. D'Onofrio said, "the government will decide what legislation it wishes to reintroduce when the Legislature reconvenes later". I suspect Bill 241 / 20 will reappear and hopefully we will resume where we left off.

The (CSRA) Canadian Street Rod Association and the SVA-Ontario also worked extremely hard to have this restrictive legislation removed. Both groups spent hundreds of hours dealing with this proposal. They should be very proud of the outstanding work they did and we certainly all need to recognize their efforts.

I feel quite confident that we will be successful in future dealings with the Government. We were able to establish a good working relationship with the Ontario Government officials and look forward to working with them again in the future.

I also want to take this opportunity to personally thank Tom Woodhouse, our executive secretary from SK., for his tireless effort in drafting the proposals for Bill 241/ 20. Tom worked directly with the Ministers office and continues to do so.

Bill C32---Federal Government:

Federal Bill C-32 is an ongoing process as I have mentioned many times.

Most Provinces now have NAAACCC members attending or monitoring Government meetings relating to proposed emission controls. I am pleased to report that NAAACCC director Wally Breer in Manitoba has made contact with government officials and is monitoring their advisory boards. Al Riise, NAAACCC director and Alberta SVA president is also monitoring and attending Government meetings. Joe MacDougall, NAAACCC director in Nova Scotia recently reported that "Special Interest Groups" might be given the task to provide clean air programs and guidelines in the future. Obviously, this would be a serious concern.

The NAAACCC has made significant in roads in British Columbia and continues to sit on the Collector Car Council with Air Care and ICBC representatives. We have established a great working relationship with each other and look forward to bringing about changes that will support the hobby as well as support government programs. In my view, BC IS NOW ONE OF THE LEADERS in Canada with its approach to collector vehicle legislation. There are still several areas that deal with the "collector plate" that need adjusting; however, we are all sitting at the same table working together to achieve a common goal.

The next five years will be critical for the collector vehicle hobby. We need to be involved in the decision making process at every level of government.
